Thulian
From EQ2i, the EverQuest II wiki
This is the language of the followers of Cazic-Thule. Some lizardmen and Amygdalan (octopus-heads) will only speak this language. The ability to speak and understand Thulian is gained by completing the quest, Fearful Words.
